But Voldemort knows what he's doing, also Albus D. said he didn't want to be Minister of Magic, so obviously has no leadership skills, even if he was the Headmaster of Hogwarts.
I would say Voldermort, because it's obviously been his greatest dream since he started Hogwarts, therefore he has probably put a lot of thought into it and would know exactly what to do if he did become the dictator, though I do love young Dumby!
Albus Dumbledore would be a pretty good dictator!
